Current Status and Future Prospects of Cosmetic Safety Assessment
Abstract
In alignment with global regulatory trends, Taiwan has enacted significant reforms through the 2019 amendment of the Cosmetics Safety and Hygiene Management Act. This legislative framework introduces a phased implementation of Good Manufacturing Practice (GMP) protocols and Product Information File (PIF) systems, commencing July 1, 2024, for high-risk cosmetics (sunscreens, permanent wave solutions, hair colorants, antiperspirants), extending to oral mucosal products by July 2025, and achieving full implementation across all categories by July 2026.
The regulatory framework mandates manufacturers to establish GMP systems and comprehensive PIF, with safety assessments conducted by certified professionals. A collaborative initiative among government, industry, and academia has emerged to facilitate compliance through educational programs and standardized guidelines. Concurrent with implementation, regulatory authorities have initiated compliance monitoring protocols.
While this reform aims to enhance product traceability, consumer safety, and international market competitiveness, implementation challenges persist, particularly for small and medium-sized enterprises (SMEs) facing resource constraints. Despite these transitional obstacles, the framework is expected to catalyze comprehensive advancement in Taiwan's cosmetics industry.
